Board of Veterans' Appeals
The Board of Veterans' Appeals (BVA) is an entity within the U.S. Department of Veterans Affairs that reviews and decides appeals of veterans' disability claims and other VA benefit decisions. It serves as the final adjudicative body within the VA for these appeals. If a veteran disagrees with a decision made by a VA regional office on a disability claim, they can appeal to the BVA for a review of the decision.
Legal Aid of North Carolina: For Veterans
The Legal Aid of North Carolina's Veterans Law Project helps low-income veterans overcome service-related legal barriers. Information includes links to VA benefits and healthcare, information about Medicaid changes, and more.
Lexis Military and Military Justice Practice Area

Contains Supreme Court Veterans Cases, cases from the U.S. Board of Veterans Appeals, Court of Appeals for Veterans Claims, Department of Veterans Affairs, Office of General Counsel Decisions, links to federal laws and regulations, and important secondary sources such as the Veterans Benefits Manual. VA Appeals and Reviews Manual M21-5
The M21-5, Appeals and Reviews, serves as a general guide for processing legacy appeals, Board grants and remands, and higher-level reviews (HLR) under the Appeals Modernization Act (AMA). This manual also discusses the responsibilities of the decision review operations centers (DROC), their oversight by the Office of Administrative Review (OAR) and both local and national training and quality assurance programs. Additionally, the M21-5 serves as a guide for processing agent and attorney fees.
VA Adjudication Procedures Manual M21-1
The Department of Veterans Affairs Adjudication Procedures Manual: M21-1 serves as a place to look at the entire adjudication process from start to finish. The table of contents is laid out in chronological order and follows the claim process from inception (including eligibility) to completion (including the potential of denial and the appeals process).
